Directions
From Raleigh, NC, the drive is getting easier and easier. I-540 is almost done to a point where it will be useful. Route 64 has been improved dramatically. Take 64 to 158 to 12. Once on Route 12, follow this to just south of Avon. It will be the first pull-off with facilities after Avon.
When to Sail
The sound side has good conditions in S, SW, W, NW, N conditions. The shallow water makes this a very friendly location. Also, you'll have plenty of sailors around if you are solo and don't like to sail on your own. Shallow water is great for jibing. When the wind gets above 20mph, the chop can get a bit confused, so be prepared to be bounced around if you have too big a fin. There is a sandbar to the north that can catch people with larger fins, so be prepared for this.
I'll let a wavesailor speak up, but you can throw your gear over the dune and hit the ocean from here.
